Affordable Housing Community of LeTort Lofts Attracts Tax Credits to Help Revitalize Former Tyco Site in Carlisle Borough

HARRISBURG (Oct. 13, 2025) Bolstered by newly awarded federal Low-Income Housing Tax Credits, the historic community of Carlisle will soon welcome a new affordable housing community.  The initiative will bring more than 50 new housing units to the northwest section of the borough, revitalizing the site of the former Tyco Electronics plant.   

The nonprofit Tri-County Housing will partner with Woda Cooper Companies, LLC to bring this forward-thinking blueprint for LeTort Lofts and Townhomes to life.   

Tri-County Housing was selected to receive support for the revitalization project in the form of federal Low-income Housing Tax Credits that incentivize ventures that address the shortage of affordable housing locally and nationwide.   

Last week, the Pennsylvania Housing Finance Agency (PHFA) announced that the LeTort Lofts community was chosen as one of 41 affordable housing developments across Pennsylvania to gain more than $66.5 million in low-income housing tax credits to support the construction of 1,900 new and rehabilitated affordable multifamily housing units statewide.   

Gary Lenker, Executive Director of Tri-County Housing, said, “These tax credits come at a critical time, as an increasing number of working families struggle to find housing that is not only available for rent or purchase, but that is in a desirable location and fits their limited budget. I feel fortunate to work with valued community partners like Woda Cooper and the PHFA to transform abandoned brownfields and help those in need achieve their dream of homeownership.” 

Woda Cooper’s role in LeTort Lofts involves constructing a 48-unit rental community, which will offer a mix of housing options. Seven of these units will be rented at full market rate, while the remaining units will be designated as affordable rentals for households earning no more than 60% of the area’s median income. The rental community will be open to general occupancy, with added features to ensure accessibility and inclusivity. Ten units will be equipped for individuals with hearing or vision impairments, and nine units will be adaptable for those with physical disabilities.

For its part, Tri-County Housing will create eight affordable for-sale townhomes, providing low- to moderate-income families with an opportunity for homeownership, promoting housing stability and long-term community investment.  The total project budget for the eight townhomes is $2,787,221. Based on the buyer’s income, these townhomes will be available for purchase for between $139,900 and $159,900. 

The LeTort Lofts community is a long-awaited answer to the question of what will become of a nucleus of closed industrial facilities.  Between 2008 and 2012, Carlisle Borough was hit with the closure of three of its largest industrial facilities, in the borough’s northwest neighborhood. These shutdowns eliminated hundreds of jobs and left behind a cluster of brownfields in a concentrated urban area. The closures included the 48-acre International Automotive Components factory, the 12-acre Carlisle Tire & Wheel property, and the three-acre former Tyco Electronics plant. 

“LeTort Lofts brings a much-needed transformation to a once-vibrant site that promises to enhance the local economy and preserve the historic charm that Carlisle has always been known for,” Lenker said.
