Tri County Earns Another Award for Steelton Townhouse Project

HARRISBURG (February 23, 2022) Tri-County Housing Development Corporation (TCHDC), Ltd. has earned a Premier Project Award from the Dauphin County Planning Commission (DCPC) for its homeownership project in Steelton, Executive Director Gary Lenker announced today.

This is the second major award for the project.  In August 2021, TCHDC won a Pyramid Award for the best affordable housing development at the Home Builders Association of Metropolitan Harrisburg awards dinner.

The latest award was earned in the category of “Growing our Communities –under $1 million,” with DCPC saluting the initiative as a model of planning excellence and a stand-out in meeting the community, economic and environmental goals embodied in the county’s recently adopted comprehensive plan.

Originally known as the “Adams Street Redevelopment project,” the street was later re-named by Steelton Borough Council to honor the first African American mayor in Steelton, with the project then re-designated as the “Frank S. Brown Boulevard Homeownership project. “ 

The award-winning project is a collaboration between TCHDC, Dauphin County Redevelopment Authority, and the Borough of Steelton, with the Dauphin County Commissioners as leading supporters. 

“We are honored to earn this award, and more fundamentally, to help meet the needs of our region through safe, affordable homes where residents can find economic stability for themselves and their families and build a sense of community for years and generations to come,” said Lenker.

Over a multi-year period and two phases, 12 three-bedroom, 1,200-sq.-ft. townhouse units are being built on the vacant lot for low- to moderate-income families. The first phase included six units, which were completed in the fall of 2020 and have been sold to first-time homebuyers.

Funding came from the Dauphin County Commissioners through HOME, CDBG, and County Gaming dollars, along with Pennsylvania Housing Finance Agency PHARE funds. The Borough donated the property for the entire project and invested funds for sitework and infrastructure.

The sponsor and lead developer is Tri-County HDC, a not-for-profit, Community Housing Development Organization, (CHDO) that has served Dauphin, Cumberland and Perry Counties for 32 years.

Since 1990, TCHDC has developed or rehabilitated more than 700 units of affordable housing, for both rent and purchase.  They specialize in rehabilitation and redevelopment projects as well as new home construction. Other successful projects include affordable homes for sale on Hummel Street in the South Allison Hill neighborhood of Harrisburg and in Carlisle Borough, Cumberland County.
