Tri-County Housing Unveils Normandy Lofts in Shippensburg

On Wednesday, the nonprofit Tri-County Housing and local leaders will cut the ribbon on Normandy Lofts in Shippensburg — a newly constructed community comprised of 48 walk-up units in one three-story building, on a 3.25-acre site.

The community is a five-minute drive to downtown Shippensburg and 25 minutes driving time to Carlisle, the Cumberland County seat.

The building has 50,850 gross square feet of building area with (9) 1-bedroom/1 bath 752 SF units, (27) two-bedroom/one bath 882 SF units and (12) three- bedroom/two bath 1,170 SF units. There will be nine hearing/vision impaired units, of which six are fully accessible. All ground-floor units will be VisitAble. Over 5% of the units will be available to households at 20% or less of the area median income, and over 50% of the units will be available to households at 50% or less of the area median income. The proposed affordable rents will serve families at 20%, 50%, and 60% of the area median income. There are eight market-rate units.

“The Normandy Lofts community will provide supportive services to tenants through an experienced provider,” Tri-County’s Executive Director Gary Lenker said. “The community amenities include a community space with kitchenette, common laundry, separate property management and tenant services coordinator offices, computer lab, a playground/tot lot and picnic/grill area.”

Lenker said Normandy Lofts will be certified LEED Silver and Zero Energy Ready Homes.

The community was awarded an annual tax credit allocation of $1,315,000 in LIHTC using the 9% credit; PHFA First Mortgage of $2,325,000; and a PHFA PennHOMES loan of $1,250,000.

“The Normandy Lofts community brings quality affordable family housing to Southampton Township, the Shippensburg area, and the Cumberland County community,” Lenker added. “This community is one of the highlights of our 35th year of operation.”
