Tri-County Housing’s Normandy Lofts Earns Statewide Community Impact Award

HARRISBURG, Pa. (July 27, 2026) — Tri-County Housing has received statewide recognition for expanding access to quality, affordable housing, earning the Community Impact Award from the Pennsylvania Builders Association for its Normandy Lofts development in Shippensburg.

The award was presented during the Pennsylvania Builders Association’s summer meeting at Bedford Springs Resort on Friday. Earlier this year, Normandy Lofts also received a 2026 Pyramid Award from the Home Builders Association of Metropolitan Harrisburg, recognizing excellence in residential development.

Completed in June 2025 in partnership with Woda Cooper, Normandy Lofts is located at 23 Airport Road in Southampton Township. The development features 48 affordable family apartments in a newly constructed three-story building, helping meet the growing demand for quality housing in the Shippensburg area and Cumberland County.

The Pennsylvania Housing Financing Agency supported the project with an annual Low-income Housing Tax Credit allocation of $1,315,000 (9 percent), a first mortgage of $2,325,000, and a PennHOMES loan of $1,250,000.

“Normandy Lofts has brought convenient, high-quality affordable housing to families in Southampton Township, the greater Shippensburg area, and Cumberland County,” said Gary Lenker, executive director of Tri-County Housing, which has operated in this field successfully for 36 years. “Seeing this vision become a reality—and then being recognized by leaders in our industry—is incredibly rewarding.”

While the awards are meaningful, Lenker said the project’s greatest achievement is measured in the lives it changes.

“Recognition from our peers is an honor,” he said. “But the real reward comes every time we hand a family the keys to a safe, affordable place they can call home.”
